There is evidence that at least some tenants are in on the scam. In the New York Times, a landlord was caught trying to sell a tenant a house for $250,000. But the tenant, who had been renting the house for more than a year, didn’t even want to go out and look for a new house. He just wanted to throw his wife out into the street.
The landlord did it because he had no other way to stay in business in this town. I think the landlord was just trying to get the tenant to sign the tenancy agreement and give him his money back.
